In his most strident attack to date on the United States, Medvedev accused Washington of inciting strife in Europe by backing Kosovo's independence.
"They are putting Europe in a very difficult position ... we understand that America is risking nothing, it is far away," Medvedev said on a visit to the Russian city of Nizhny Novgorod.
"The saddest thing ... is that the stability and security of the whole region are being put under threat. All you have to do is put a match to it and the whole thing will catch fire."

I think it's too late. By many years.
Yugoslavia did not react properly when albanian administration in Kosovo began nationalistic practice of "ethnic cleansing" (driving off serbs) in the beginning of 1980-ies. As I get it, the term "ethnic cleansing" originates no later than 1982, from "The New-York Times" (about albanian administration practices).
And the matches were brought during WW2: albanians were refugees, and they were allowed to settle in Kosovo.
What a "good" example for other countries to help refugees.
During occupation "Europe" funds schools only if they teach "correct" history. I don't know details, but at least history of Serbia and history of Kosovo "should" be different subjects.
Now Kosovo is to be like a USA-Europe colony: not before twentieth century like, even not Iraq/Afganistan-like, just a special place to waste money and do some experiments.

Looks like other countries need to keep refugees from bringing in their matches! :)
Kosovo does not really have a bright future! USA-Europe Colony.... They will probably want to put missiles there....
