OAO Gazprom has become the third largest company in the world by market capitalization. Gazprom stock gained 5.34 percent on the MICEX on May 8, raising the monopoly’s market value to $348 billion and knocking the Chinese cellular communications operator China Mobile, worth $341 billion, out of third place in the world ranking. According to Reuters, the American company ExxonMobil occupies first place on that list at $476 billion, and Petrochina is in second place with $447 billion.

Yes, it is. He as of now is not suppose to be chairman anymore of Gazprom.

Probably, you should have mentioned that the sky-scraper is not yet built.
The place is not yet cleared before constructing the base for the big building and others: I worked on that place and we moved not far away, so I can watch, how do they progress. The building I worked in was demolished not long ago.
There are people who oppose Gazprom thing (there are some controversies because of cunning financial schemes I don't find harmful for the city), but they didn't prove anything. I personally don't think it's bad architecture or something, despite the fact I voted (there was some plebiscit) for another project, and later found the least favored the best (judging by a site, which provided most historic landscapes with Gazprom building rendered, your picture is not historic-looking, of course).
